You will need to email other people's websites to arrange for them to put your link (your website address) on to their website. You (of course) agree to put their link on your linkspage.
This is called a "free reciprocal link"
Incidentally, you do not need permission
to include links out of your site.
These do not help your Google rankings because they are only "one way".
